It costs $1 million to put in FOUR cameras - one for each direction of traffic. That includes maintenance costs through the year. These cameras aren't cheap - they do a little more than a $50 Nikon does.

If people "learn the delay," then they're still running a red light. I doubt a camera is going to stop them either.
