Agreed, a forward collision prevention system could have prevented or reduced the severity of this accident.

But of the two billion cars on the roads worldwide, think how few actually have this system (less than 0.01%?).

The list of possible safety features a car may have is massive. Manufacturers are under no liberty to implement them all.
