Have you checked the alignment and balance on the wheels? Shaking and swirling maybe due to those issues. Of course, if the frame rusted very badly, then everything may just be swirling around and alignment wouldn't hold anyways. But if there are no big holes and wheels sit tight, then the frame might not be the issue.
