I have bought new cars in other states, gotten a "one way trip" permit, or something like that, and driven it home to register it. There's no reason that shouldn't work in this case. Plus, Colorado has an excellent tax credit ($5000, better than California's, on top of a similar federal credit) for buying a new plug-in car anywhere and registering it in CO.
