It seems that there exist some discrepancies regarding the 16.5-kW AC charging capability. According to some Model 3 customers which have asked Tesla, the first European Model 3 (LR) variants are uninformatively only able to load at 11kw AC which would be approx ~60km/h. Well, we will see it in February if this is true, when the first Model 3 LR are delivered...

An by the way, in Europe (or else anywhere except the US and Japan) the Model 3 supports also CCS! (@kent beuchert) So in Europe, Tesla have never introduced their proprietary connector!

One can now ask why. Simple fact, - we owe that to the EU Commission which decided in 2013 in favor for the IEC 62196 Type 2 connector. (Because the European car industry could not agree on their own for a standard.)

So at the end this was simply a POLITICAL decision which forced Tesla to adopt the IEC 62196 Type 2 connector. And in the meantime, the Type 2 connector became standard for AC charging also outside of Europe...
