Now that the states have begun fining EV and PHEVs, not just one-time at purchase but every year, the lower-end ones’ sale will be hurt. The Tesla S, BMW, other high end EVs won’t care much about a $100-$200 annual fine for owning an EV but the potential second or third buyer of a Leaf, a FIAT EV or other low-end model will be affected negatively.
