John,

I've honestly never seen that guidance. When last I checked, cameras were still not approved, unless the administration is using MVSS approval of 208 (kind of a blanket number) to twist things way out of whack. I could also be wrong, which wouldn't be a first, either (the last time I was wrong, I think it was sometime in 1988).
