The recall shouldn’t have anything to do with the abs light. Ford has instructed dealers, as far as I was told by my dealer, that they are supposed to change out the brake fluid and reservoir cap, then test the HCU. If it fails the test then the HCU needs replaced. Sounds like your dealer hasn’t read their email instructions from Ford, or they’re trying to squeeze the $$$$ out of you. I’d call Ford recall department and report what the dealer is telling you. They’ve probably had other complaints on them. Check them on the BBB and get a different dealer. Ford’s taken it on the chin on this one, and they only have themselves to blame for it!!!! Shame on all of them!!!!
