When we spoke with Consumer Reports' senior tire test engineer (Gene Petersen) he clarified for us that the best performing tires in winter conditions were winter-rated tires, not all-weather. In fact, Consumer Reports groups all-weather tires with grand touring tires, not winter-tires. Check out the December CR print edition for more details on individual models.
