I'm living in Germany, near a US Airforce base (Ramstein).
So my dealer see Outbacks from Japan and USA.
The US Outback had a poor quality standard, self the used materials are of a worster quality.
So the answer "why they didn't share they wagon" is because the rest of the world don't accept the US Quality....
