While I'm not sure about Puerto Rico specifically, all I did was contact Toyota Canada after the first dealer I went to said there was nothing wrong. I've had a 20 Hybrid Le (rear ended by a semi with 4000kms only), My wife drives a 21 Limited, and I have a the PHV now. First two already has the gas tank swapped. prime is waiting for parts to be delivered. The test is to take the car with a full tank of gas (first click) then they connect to their laptop and read the fuel level. All 3 of my Rav4's would read around 40-42 L only. If the dealer won't fix it, go to a different dealer and email Toyota Puerto Rico or USA, (pardon my ignorance). If they get enough complaints, they lose dealer bonuses which affects the managers directly.
