I would think preparedness
I would think preparedness would dictate having one electric vehicle and one gasoline (or diesel) powered one, so whichever utility (electricity or fossil fuel) is out you can use the other. Or 2 plug in hybrids for the best of both worlds.
My Chevy Volt has enough in the battery pack to get me to work using no gas, but enough in the tank to go 300 miles if needed (and can refuel quickly at a gas station or slowly at a level 2 charging station). It's not a better car than a BEV but will appeal more depending on your situation.
