To be green its pretty simple
1) People who drive a lot like taxi drivers... BEV are the green choice
2) People who have daily commutes of < 50 miles - Plug in Hybrids are the green choice
3) Everyone else should get plain old hybrids that give > 40 mpg

there is no one size fits all solution

When we get to these goals by then hopefully we will have greener tech for battery manufacturing and then look to transition to BEVs for everyone.
