It is my understanding that the Solterra will only be sold at "EV-compliant" dealers. My dealership in Texas said that they are considering signing up for that program, which will cost them some dollars. I was also told that SOA would allocate my dealership, if they signed up for the program, only four EVs. Given that the average across the US is 11 for each dealer, that probably means that dealerships in "states that have adopted California's ZEV Emissions program" will be getting the majority of the vehicles.
