I'm not an expert, but am not surprised at this. Musk goes where the facts lead. Radar might be very helpful for specific, limited use cases - like seeing thru the car in front, to see if another car is braking too fast. Using it in a limited way like this would seem to lessen the "redundancy" issue and extra complexity; radar could be ignored, most of the time, but still increase safety.
