I'm not familiar with the physical aspects of that vehicle - but if the seat and seat belt mounting points are welded in place, and were cut/ground away by the PO, he might have a larger issue than merely not being intelligent enough to know that junkyards (and private owners who part out totaled vehicles) exist.
