Per law it is illegal for a dealership to work on anything without the owners express permission. The diagnostic or inspection fee that is mentioned is only if the condition turns out to be non-warrantable.
If the issue is a warrantable condition it would not be a charge to the customer, and knowing toyota as I do even if it's something caused by the veh owner, Toyota likely would cover it anyway, under customer satisfaction.
And anyone who says a certain manufacturers dealers are "scamm8, or dishonest" really don't know how dealers work. All dealerships are privately owned franchises, so, if it's a scam or "ripping" someone off, that's the dealership, their practices, and not the manufacturer. Become educated on the business before you open you mouth and sound like an idiot!
