Its fairly standard practice at a dealer to charge the customer the initial diag/inspection. Reason being because techs performing "inspection/testing" is not a warrantable item. Now if they can get the warrantied part in question to fail/act up during testing then all parts and repair lab times should be covered at that point. Sometimes you get lucky and the manufacturer will eat the diag time but not usually.
