just one additional point. In many of our Pacific Northwest and mountain states, hydro is the primary source of electricity. The utilility cost are at around $0.06 - $0.08 cents per KWH. In those places they can drive an electric car like the Leaf or ActiveE using clean renewable utility supplied energy for the equivalent of $0.40 cents per gallon just buy pluging in to the existing grid.
