EPA says 33.6 kWH in a gallon of gas. How does this rate plan equal $1/gal? Also, in order to get this overnight rate, you pay a LOT for your daytime usage. How about allowing multiple providers in PG&E's territory? I'll choose SMUD (R-1) 10c up to 700 kWH then 17c/kWH.
