I leased a 2019 Outback Touring April and have had trouble with my Starlink system as well. The entire system becomes unresponsive. I can't use voice control for my phone, control volume of radio or use my GPS. Dealer said they could not fix the problem because Subaru does not have a fix. Glad it's a lease and I didn't buy it. Will go back to Ford and it's Sync 3 which worked great at lease end. Salesmen was aware of the issues and did not mention, said Subaru was more concerned with the new 2020 system being better than fixing the problem for customers who already got cars.
