Suggest your electrician look into a Service Meter type charger from Siemens.
This device connects a Level 2 charger, without having to upgrade your incoming power line or the electrical breaker panel.
The product mounts on the Meter, electrically situated before your breaker box. Existing 100 amp service should be fine as the L2 chargers are limited to about 35 amps.
