a) Mission Motors' Mission-R motorcycle is not a production electric motorcycle, and Mission Motors has no interest in going to production as a motorcycle company. Their original concept was to build and sell electric motorcycles. But early 2011 they backed away from that, and every time I've spoken with their press guy and others in the company they tell me repeatedly, they're too busy selling parts to OEM's to get into producing a vehicle for sale to the public. Saying it's a production electric motorcycle is outright incorrect. They themselves describe it as a testbed.
b) Yes they won last years Laguna Seca race. I was there, and have covered every TTXGP and e-Power race in North America. It is incorrect to say they would have placed in an AMA race, because they would not have finished the race. AMA and MotoGP races are 60ish miles in length, while TTXGP and e-Power races are 20-25 miles in length. The lap times of the Mission-R were amazing, and were fast enough to be within the MotoGP pack, but there isn't enough battery capacity to run a full race.
