The state has issued fines against three San Franciso-area startups for not gaining licenses for services they don't offer. Proving that even the nation's most tehnologically-savvy sector has outdated bureaucrats.
Are you sure a fine was levied? That is - I was at the VERGE SF event on Monday-Tuesday, and the SideCar CEO had a prominent speaking role, and while he was speaking I happened to be sitting next to the CEO of Tickengo chatting about the differences between his and SideCar's service. They discussed the "cease and desist" orders the state had sent them, and were talking about the discussion they were having with the State, but it didn't sound like they were imminently going to be levied a fine.
Their services sure do border on taxi service. However it's a "brave new world" sort of thing along the same lines of how Tesla is running into troubles with automobile dealership laws and the "right to repair" laws.
Part of the problem is that the traditional Taxi companies aren't adopting modern technology to make it easier to hail a cab, e.g. using a smart phone app. These other companies are basing their service around smart phone apps.
Did the TechCruch article not mention Tickengo? They, too, received a cease and desist letter as did the others. There service has a few differences that may have let them slide through?

I cited TechCrunch as the source for the fines, which they say were admitted to by the companies. The TC story is only a day or so old.
