On Tesla Model 3 the aero cover goes on top of the stock rim. When removing it start with the cut-out is for the tire valve. After that just start pulling around. Keep your thumb on a tire. Pull it and it easily comes out.
As you can see in the video we have some clips around and the stock rim underneath with the bolts. That's how you access the break rotors if you need to clean the inside. It's pretty straight forward.
To put the aero cover back on just find where the tire valve notches, line it up and you just kind of push it back and there you go. Your Model 3 aero cover is back on.

As you can see the rims of the Model 3 come in dark gray color, unless the owner has already painted them that way. Also, as you see the wheels themselves get a decent finish from the factory. Tthey look pretty well protected if you want to run without aero caps.
Tesla could have gone the cheap route and just left them raw aluminum. I think this is a nice surprise. By the way, also see Tesla Model 3 with silver aero wheels with both styles on all colors.
